A character who is useless when aboard the ship makes for great comic relief. Opening a book with flavor text is a gambit. Any equipment list that includes Heliotropes and Difference Engines is a winner in my book.

In the walled, fog-shrouded cities, people huddle in forced Victorian squalor, lorded over by the upper classes.
